Seaport Next Generation
SeaPort-NxG is the Navy’s electronic platform for acquiring support services in 23 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, NAVWAR, NAVFAC, and NAVSUP), the Office of Naval Research (ONR), Military Sealift Command (MSC), and the United States Marine Corps (USMC) compete their service requirements amongst 2400+ SeaPort-NxG Indefinite Delivery Indefinite Quantity (IDIQ) multiple award contract holders.

Simply stated, SeaPort-NxG provides an efficient and effective means of contracting for professional support services and enhancing small business participation. The Navy conducts Rolling Admissions to allow new industry partners the opportunity to participate. Updates to the Rolling Admissions schedule are posted on this website as well as FedBizOpps.
SeaPort-NxG – The original Solicitation Number N00178-18-R-7000 was awarded in December 2018. Rolling Admissions Solicitation Number N00178-21-R-7000 was awarded in July 2021.

OASIS Total Small Business

OASIS Plus is a General Services Administration (GSA) Agency-wide vehicle across multiple domains. The OASIS+ contracts cover services that are: primarily noncommercial, with the allowance for commercial services task orders classified and unclassified; and within the Continental US (CONUS) and Outside the Continental US (OCONUS). In 2024, KMS Solutions was awarded both a Total Small Business Set Aside contract and an Unrestricted contract under OASIS + for the following domains:

Management and Advisory: This domain includes a full range of management and consulting services that can improve a federal agency’s performance, aid its endeavors to meet mission goals, and provide operating advice and assistance on administrative and management issues. Contract Number: 47QRCA25DU206 (Unrestricted)

Technical and Engineering (T&E): This domain includes requirements to provide specific engineering, geoscience, or other technical professional skills, such as those performed by engineers, geologists, geophysicists, and technicians, required to handle specific operating conditions and problems for the benefit of the government. Work under this Domain typically involves the application of physical laws and principles of engineering in the design, development, and utilization of machines, materials, instruments, processes, and systems; and providing expert advice and assistance on technical functions and issues. Contract Numbers: 47QRCA25DU206 (Unrestricted) and 47QRCA25DS867 (Total Small Business).

Naval Undersea Warfare Center Division Newport
Naval Undersea Warfare Center Division Newport (Code 85) Undersea Weapons and Undersea Defensive Family of Systems (UW/UD FOS) Multi-Award Contract MAC. In 2024, KMS Solutions was awarded a seat on the Code 85 UW/UD FOS MAC. The scope of this contract covers systems and subsystems required to support the advancement of the UW/UD FOS, including current UW/UD systems and subsystems as well as any future UW/UD systems and subsystems. The current UW/UD systems include:
    • Surface ship, submarine, and air launched torpedoes
    • Surface ship and submarine expendable countermeasures
    • Surface ship and submarine towed persistent countermeasures
    • Torpedo Detection, Classification, and Localization (TDCL) systems
    • Unmanned Undersea Vehicle Detection, Classification, and Localization (UUV-DCL) systems
    • Unmanned Undersea Vehicle undersea defensive system countermeasure sensor and payload systems
    • Anti-Torpedo Torpedoes (ATT)

The MAC covers all aspects of the UW/UD domain including design, development, fabrication, test, install, documentation and delivery of rapid prototype material solutions associated with the development of Navy torpedoes and the UW/UD products, systems, subsystems, and ancillary support equipment.
