Since our founding in 2005, KMS Solutions, LLC has been focused on building our clients’ trust. We pride ourselves in delivering on-schedule and within-budget solutions which not only meet, but exceed, our client’s expectations.

We are dedicated to moving our Nation’s agenda forward. KMS Solutions has deep military and maritime roots with more than a dozen former Commanding Officers, Executive Officers and Chiefs of the Boat on submarines and surface combatants, in addition to 10+ former senior government civilians on our staff. More than half of our staff are veterans or spouses of veterans.

Sam Malhotra
Chairman of the Board

Sam Malhotra is a veteran executive with proven vision and extensive business management experience. He has owned KMS Solutions since 2017. He was appointed by Gov. Larry Hogan as a Cabinet Secretary to run the Department of Human Services in Nov. 2014 and then served as Gov. Hogan’s Chief of Staff until Sept. 2017. Sam is on the Board of Trustees at Catholic Charities of Baltimore and was appointed by the Governor to the Board of Regents, University of Maryland System, and was appointed Commissioner to the State of Maryland Health Services Review Commission. Sam is a graduate of the University of Maryland, the Harvard Business School and the Georgetown McDonough School of Business.

JP Heatherington
Chief Executive Officer

J.P. Heatherington joined KMS Solutions, LLC in 2016 after serving for 29 years as a US Navy Submarine Officer where he served on four different submarines, held command of an SSN and the Naval Ordnance Test Unit. He has held numerous leadership roles while at KMS and has been our Chief Executive Officer since 2022. He holds a BS in Systems Engineering from the US Naval Academy, and a MA in National Security and Strategic Studies from the Naval War College.

Kevin Orlosky
Chief Financial Officer

Kevin Orlosky joined KMS Solutions as the Chief Financial Officer in 2017 with over 24 years of experience in financial management, accounting, financial analysis and business management, with the last 14 years focused on government contracting. Kevin worked as a budget analyst supporting the U.S. Navy (NAVSEA) before transitioning to corporate finance and has led KMS’ Information Technology transition to the Government Community Cloud high assurance domain (GCC-High). He holds a BS in finance from Pennsylvania State University.

Cathy Spewak
Chief Administrative Officer

Cathy Spewak has more than 30 years of Human Resources experience in private industry. She has been on the Board of Directors for KMS since 2017, previously serving as HR Director for Subsystems Technologies in Washington, DC. Cathy holds a BS in Business from Mississippi State University.

Mike Ansley
Vice President of Operations

Mike Ansley joined KMS in 2020 after 23 years in the U.S. Navy as a submarine line officer, and several years in the Defense Industry and Government Civil Service. Mike is responsible to the CEO for operations, financial metrics, business goals, and objectives. He leads all programs and business development efforts at KMS and provides the strategic planning and execution to enhance productivity and efficiency throughout the company to achieve success for our customers’ missions. He is an Acquisition Professional (DAWIA Level III T&E and Level II PM) and holds a MS in Management of Information Systems from the University of Central Florida, and a BS in Electrical Engineering from the University of Washington.

Trent Edwards
Director of Information Technology

Trent Edwards joined KMS as the Director of Information Technology in 2022 bringing more than 15 years of experience in senior-level IT operations, management and leadership. He has extensive experience in Cybersecurity Maturity Model Certification (CMMC), driving cloud solutions, implementing cloud-based security architecture, and strategic application deployment in the Defense Industry.

Richard Liu
Financial Controller

Richard Liu joined KMS in 2023, with almost 20 years of accounting experience working exclusively in government contracting. He assumed the role of Financial Controller starting in 2023, previously serving as Accounting Manager for KMS’ parent company, Subsystems Technologies in Washington, DC. Richard holds both a BS in Mathematics and a BS in Accounting from George Mason University.

Mike McHenry
Director of Proposals, Policy, and Training

Mike McHenry joined KMS in 2010 as a proposal consultant and became Director of Proposals, Policy and Training in 2023. He is a seasoned leader with over 40 years’ experience providing technical, operational, and financial strategy to support new business development and surpass corporate revenue objectives. As Navy veteran, business owner, and private shipyard executive, he has maintained a career focus on technical writing, quality of product, and final results. He is a Certified Association of Proposal Management Professional (APMP), Certified Commercial Investment Manager (CCIM), actively involved in the APMP, holds an MBA from San Diego State University, and a BA in Political Science from Oregon State University.

Charlie McSoley
Director of Operations, Northeast Region

Charlie McSoley joined KMS in 2022 as Director, Northeast Region/Technical Director after a 39-year civil service career. He has extensive Program and Project Management experience in multiple technical and administrative arenas holding positions such as the Program Manager for Atlantic Undersea Test and Evaluation Center for Naval Undersea Warfare Center, Newport, RI and Head of the Flight Test Program for Director Strategic Systems Programs in Washington, DC. He has an MS in Electrical and Computer Engineering from Virginia Tech and a BS in Electronics Engineering from the University of Rhode Island.

Kaleina Needham
Director of Human Resources

Kaleina Needham joined KMS in 2011 and serves as the Director of Human Resources, responsible for all aspects of KMS Solutions’ human resource strategy and programs. Mrs. Needham has more than 30 years of business experience in organizational management to include all functions of human resources, facility management, marketing and Department of Defense compliant security management. Amongst her many qualifications, Kaleina is also a qualified Defense Security Service Facility Security Officer (FSO). Her professional affiliations include memberships in Women in Defense, the Florida Industrial Security Working Group, and the Society for Human Resource Management. She is also a past member of the Board of Directors and former Secretary for an international non-profit organization.

Jim Passarelli
Director of Business Development

Jim Passarelli joined KMS in 2022 after 30+ years as a Coast Guard Cutterman/Surface Warfare officer, conducting national security and homeland security operations all over the world, commanding three ships over the course of his career. He also specialized in federal financial management, budgeting and audit/internal controls and compliance. He has an MBA from the MIT Sloan School of Management, an MS in Operations Research from George Mason University, and a BS in Civil Engineering from the U.S. Coast Guard Academy.

Randy Sawyer
Director of Operations, National Capital Region

Randy Sawyer joined KMS Solutions in 2021 following 38 years of federal service culminating in his roles as Deputy Director of Naval Shipyard Operations within NAVSEA 04X where he led planning & execution of maintenance availabilities on submarines and aircraft carriers, shipyard workforce hiring & development, innovation & technology insertion, programming, budgeting & financial execution, and quality program management. He has extensive experience developing and implementing strategic priorities, policies and guidelines, and the planning and conduct of programmatic reviews at each Navy shipyard. He currently serves as KMS’ Director of Operations for the National Capital Region and is also the overall Program Manager for the Naval Sea Systems Command’s (NAVSEA) Team Submarine In-Service Support contract. He holds an MPA from the University of Indiana – Perdue University and a BS in Mechanical Engineering from the University of Idaho.

Arietta Stevens
Director of Contracts

Arietta Stevens is a contract management professional who joined KMS in 2020, with over 20 years of experience with both large and small organizations. Arietta holds a BS in Business Administration from the University of New Orleans and a Master’s Certificate in Government Contract Management from The George Washington University. She is currently pursuing a MA in Law at Regent University. Arietta is a long-standing member of NCMA and formally served as the VP of Education and Marketing in her local NCMA chapter.

Nicole Stone
Director of Finance

Nicole Stone joined KMS in 2012 and has played a pivotal role in steering the company towards fiscal efficiency and sustainability. Nicole has extensive experience in the financial sector of government contracting and assumed the role of Director of Finance for KMS in 2023. Nicole is a proud graduate of Youngstown State University, where she earned a BS in Finance.
