Sam Malhotra
Chairman of the Board

Sam Malhotra is a veteran executive with proven vision and extensive business management experience. He has owned KMS Solutions since 2017. He was appointed by Gov. Larry Hogan as a Cabinet Secretary to run the Department of Human Services in Nov. 2014 and then served as Gov. Hogan’s Chief of Staff until Sept. 2017. Sam is on the Board of Trustees at Catholic Charities of Baltimore and was appointed by the Governor to the Board of Regents, University of Maryland System, and was appointed Commissioner to the State of Maryland Health Services Review Commission. Sam is a graduate of the University of Maryland, the Harvard Business School and the Georgetown McDonough School of Business.

JP Heatherington
Chief Executive Officer

J.P. Heatherington joined KMS Solutions, LLC in 2016 after serving for 29 years as a US Navy Submarine Officer where he served on four different submarines, held command of an SSN and the Naval Ordnance Test Unit. He has held numerous leadership roles while at KMS and has been our Chief Executive Officer since 2022. He holds a BS in Systems Engineering from the US Naval Academy, and a MA in National Security and Strategic Studies from the Naval War College.

Kevin Orlosky
Chief Financial Officer

Kevin Orlosky has served as Chief Financial Officer of KMS Solutions since 2018 and has played a key role in the company’s growth and development. He is responsible for KMS’ financial strategy and operations, including accounting, financial planning and analysis, government contract compliance, treasury, financial systems, and internal controls.

Kevin brings more than 25 years of financial and business management experience, with extensive experience in the government contracting industry. During his tenure at KMS, he has focused on building scalable financial and operational systems, improving business processes, and developing the infrastructure necessary to support the company’s significant growth. He has also played a key role in corporate acquisitions and strategic initiatives.

Prior to joining KMS, Kevin worked as a budget analyst supporting the U.S. Navy’s Naval Sea Systems Command (NAVSEA). He holds a Bachelor of Science in Finance from The Pennsylvania State University.

Mike Ansley
Chief of Operations

Mike Ansley is the Chief of Operations for KMS Solutions and has played a significant leadership role during a period in which KMS grew more than fivefold in annual revenue. Mike has held increasing responsibility for enterprise operations and has been actively involved in business development, contract execution, and the operational scaling of the company.

Mike led efforts supporting the successful retention of five major contracts representing over $279 million in contract value and contributed to competitive efforts resulting in over $146 million in new contract awards, including KMS’s expansion into a new Naval warfare center. He has led or overseen the transition and operational stand-up of major contract awards representing more than $425 million in value, including an $177 million Team Submarine program and a $60 million SUBMEPP effort.

As KMS expanded, Mike developed and implemented a repeatable contract-transition methodology, standardized operational processes, strengthened program management practices, and led the company through ISO certification. These efforts established operating processes and management disciplines designed to support KMS’s continued growth and execution across an increasingly large and complex contract portfolio.

Prior to joining KMS, Mike served more than 23 years as a U.S. Navy submarine line officer and subsequently held positions in the defense industry and federal civil service. He is DAWIA Level III certified in Test & Evaluation and Level II certified in Program Management. Mike holds an M.S. in Management Information Systems from the University of Central Florida and a B.S. in Electrical Engineering from the University of Washington.

Trent Edwards
Vice President of Enterprise Technology

Trent Edwards joined KMS in 2022 and serves as Vice President of Enterprise Technology, bringing more than 20 years of experience in technology strategy, cybersecurity, IT operations, and organizational leadership. He leads KMS’s enterprise technology strategy, overseeing cybersecurity and compliance, cloud and infrastructure services, business systems, and technology modernization.

With deep expertise in Cybersecurity Maturity Model Certification (CMMC) and the technology and security requirements of the Defense Industrial Base, Trent works to align technology investments with business objectives while reducing organizational risk and improving operational efficiency. His approach encompasses technology governance, risk management, strategic planning, and the responsible adoption of emerging technologies, including artificial intelligence and automation, helping position KMS to securely adapt, scale, and grow.

Kaleina Needham
Vice President of Administration

Kaleina Needham joined KMS in 2011 and serves as the Vice President of Administration, responsible for all aspects of KMS Solutions’ human resource strategy and programs. Mrs. Needham has more than 30 years of business experience in organizational management to include all functions of human resources, facility management, marketing, and Department of Defense compliant security management. Amongst her many qualifications, Kaleina is also a qualified Defense Security Service Facility Security Officer (FSO). Her professional affiliations include memberships in Women in Defense, the Florida Industrial Security Working Group, and the Society for Human Resource Management. She is also a past member of the Board of Directors and former Secretary for an international non-profit organization.

Jim Passarelli
Vice President of Business Operations

Jim Passarelli joined KMS in 2022 after 30+ years as a Coast Guard Cutterman/Surface Warfare officer, conducting national security and homeland security operations all over the world, commanding three ships over the course of his career. He also specialized in federal financial management, budgeting and audit/internal controls and compliance. He has an MBA from the MIT Sloan School of Management, an MS in Operations Research from George Mason University, and a BS in Civil Engineering from the U.S. Coast Guard Academy.

Ray Bichard
Director of Operations, National Capital Region

Ray Bichard joined KMS Solutions in 2022 following 30 years of service as a Navy Supply Corps Officer. He has extensive knowledge and experience in the logistics support of Navy surface ship and submarine operations and maintenance. His career included tours at NAVSUP HQ, Force Supply Officer at COMNAVSURFPAC, Commanding Officer of NAVSUP Fleet Logistics Center Yokosuka, and Director of Maritime Operations at NAVSUP WSS. As KMS’ Director of Operations for the National Capital Region (NCR), Ray will oversee and manage all KMS business operations and business development efforts in the NCR. Previously, he served as KMS’ Primary Program Manager for the NAVSEA Team Submarine In-Service Support contract, KMS’ largest prime contract. He has a BS in Economics from the U.S. Naval Academy, an MBA from the University of Georgia, a Master of Strategic Studies from the U.S. Army War College and is a graduate of the Wharton School of Business Executive Development Program.

Marieke Bland
Director of Proposals

Marieke Bland joined KMS Solutions in 2026 as Director of Proposals, bringing extensive experience leading federal proposal operations across DoD and civilian agencies. She has managed complex pursuits from $10M to $10B, built high-performing proposal teams, and driven quality, compliance, and process modernization at small and large organizations including multiple defense and research-focused contractors. Marieke is an APMP Practitioner, Shipley Certified professional, SAFe® 6 Agilist, and recipient of the APMP 40 Under 40 Award. She holds a JD and LL.M. from Ohio Northern University.

Richard Liu
Financial Controller

Richard Liu joined KMS in 2023, with almost 20 years of accounting experience working exclusively in government contracting. He assumed the role of Financial Controller starting in 2023, previously serving as Accounting Manager for KMS’ parent company, Subsystems Technologies in Washington, DC. Richard holds both a BS in Mathematics and a BS in Accounting from George Mason University.

Charlie McSoley
Director of Operations, Northeast Region

Charlie McSoley joined KMS in 2022 as Director, Northeast Region/Technical Director after a 39-year civil service career. He has extensive Program and Project Management experience in multiple technical and administrative arenas holding positions such as the Program Manager for Atlantic Undersea Test and Evaluation Center for Naval Undersea Warfare Center, Newport, RI and Head of the Flight Test Program for Director Strategic Systems Programs in Washington, DC. He has an MS in Electrical and Computer Engineering from Virginia Tech and a BS in Electronics Engineering from the University of Rhode Island.

Arietta Stevens
Director of Contracts

Arietta Stevens is a contract management professional who joined KMS in 2020, with over 20 years of experience with both large and small organizations. Arietta holds a BS in Business Administration from the University of New Orleans and a Master’s Certificate in Government Contract Management from The George Washington University. She is currently pursuing a MA in Law at Regent University. Arietta is a long-standing member of NCMA and formally served as the VP of Education and Marketing in her local NCMA chapter.

Nicole Stone
Director of Finance

Nicole Stone joined KMS in 2012 and has played a pivotal role in steering the company towards fiscal efficiency and sustainability. Nicole has extensive experience in the financial sector of government contracting and assumed the role of Director of Finance for KMS in 2023. Nicole is a proud graduate of Youngstown State University, where she earned a BS in Finance.

Debbie Turner
Director of Security

Debbie Turner joined KMS in 2023, as Facility Security Officer (FSO) and Insider Threat Program Senior Official (ITPSO). Debbie has over 18 years’ experience in the security sector of government contracting and assumed the role of Director of Security for KMS in 2025. Debbie is a proud graduate of Old Dominion University, where she earned a BS in Marketing.
