Alexandria, VA, November 16th, 2025. (GLOBE NEWSWIRE) – KMS Solutions has announced several promotions for their staff, effective November 16th, 2025. Ray Bichard is being promoted to Director, National Capital Region. In this role, he will oversee all contract support for the Mid-Atlantic, from Philadelphia to Charleston. Ray Bichard joined KMS in 2022 following 30 years of service as a Navy Supply Corps Officer. He is a retired Captain and his tours included Command of NAVSUP Fleet Logistics Center Yokosuka and Chief of Staff for NAVSUP Global Logistics Support. He has a BS in Economics from the U.S. Naval Academy, an MBA from the University of Georgia, a Master of Strategic Studies from the U.S. Army War College and is a graduate of the Wharton School of Business Executive Development Program. Previously, he served as KMS’s Primary Program Manager for the NAVSEA Team Submarine In-Service Support contract, KMS’s largest prime contract.
Tim Poe is being promoted to the role of Program Manager for the TEAM SUB In-Service Support Task Order, supporting PMS 390, PMS 392, PMS 394, PMS 396 and SEA-07Q. Mr. Poe joined KMS in 2024 following 35 years of service as a Navy Submarine Line Officer. He is a retired Captain and his tours included Command of two submarines and Commodore of two squadrons. He holds a Bachelor of Science Degree in Materials Engineering from the Auburn University, a Master of Science in Engineering Management from the Catholic University, and a Master of Military Operational Art and Science from the Air War College. He previously served as KMS’ Program Manager for PMS 396, In-Service Support for SSBNs and SSGNs.
William “Bill” Printup is being promoted to the role of Program Manager for PMS 396, In-Service Support for SSBNs and SSGNs. Mr. Printup, a retired Navy Senior Chief, his tours include multiple tours as Assistant Navigator and Operations Department Senior Enlisted Advisor at both the submarine squadron and for both an SSGN and an SSN. Mr. Printup brings a deep understanding of fiscal management, strategic planning, and operational leadership and previously served as a Technical Lead supporting PMS 396, In-Service Support for SSBNs and SSGNs.
